Paranormal mostly deals with ghostly things, spirit worlds, the undead.  Urban fantasy is more about magic in the mundane world, or a magical underpinning to the normal world.  Paranormal usually does not involve magic, though urban fantasy can involve the ghostly and the undead, but it has a much wider canvas.</description>
